Summary:
On November 1, 2025, a U.S. citizen was unlawfully detained by masked individuals identifying as federal agents in a private parking lot in Beaverton, Oregon. Despite repeatedly stating his citizenship status, the individual was restrained with zip ties and held for approximately 23 minutes before being released. The incident was captured on multiple security cameras and witnessed by numerous bystanders.
Full Description
At approximately 09:30 on November 1, 2025, three masked white men boxed in a vehicle in a private parking lot in Beaverton, Oregon. The men forcibly removed the driver, restrained him with zip ties at the wrists, and detained him despite his repeated statements that he was a U.S. citizen.
Witnesses reported that the agents did not clearly identify themselves and did not present a warrant. Two vehicles involved in the incident were observed using identical Oregon license plates (820 HQZ), raising concerns about improper vehicle identification practices.
The individual remained detained for approximately 23 minutes before being released. Upon release, visible injuries to his wrists were observed, consistent with prolonged zip-tie restraint.
Evidence
The incident was captured on private security cameras from nearby businesses and recorded by at least a dozen witnesses, including employees of surrounding establishments. Multiple videos were taken at the scene. While not all footage has been made public, advocacy organizations have confirmed its existence and reviewed portions of the material.
The Portland Immigrant Rights Coalition was notified shortly after the incident and has remained in contact with witnesses since November 1.
Public and Advocacy Response
Local witnesses described the incident as alarming due to the lack of identification, the use of masks, and the detention of a U.S. citizen in a non-public, commercial setting. Advocacy groups raised concerns about mistaken-identity detentions, use of restraints without arrest, and the apparent duplication of license plates across enforcement vehicles.
Notes
- The individual was not charged with any offense.
- No warrant has been produced publicly.
- The use of duplicate license plates remains unexplained.
