Overview
Thales is a France-based multinational defense, aerospace, and cybersecurity company that also operates a large digital identity and biometrics business (including through its acquisition of Gemalto).[1] Public reporting and company disclosures describe Thales (and its Gemalto-branded identity portfolio) providing secure identity and travel-document technologies, including solutions marketed for border control and identity verification.[2]
Boycott
Thales is listed for boycott due to documented involvement in identity, biometrics, and traveler-processing technologies used by the U.S. government, including:
- U.S. passport technology supply: Thales has publicly announced a multi-year contract to provide electronic passport cover (eCover) technology for U.S. passports, and states it has delivered large volumes of U.S. passport eCovers over time.[3]
- Biometric matching / identity tooling described in civil-society documentation: AFSC Investigate documents Thales/Gemalto work connected to biometric identification tooling used by U.S. government agencies (including references to biometric matching capabilities and contracts).[4]
- DHS biometric identity services context: DHS’s Office of Biometric Identity Management (OBIM) provides biometric compare/store/share/analyze services across DHS and partners.[5] DHS biometric identity systems (IDENT/HART) are used to support immigration and border management and are used by DHS components including CBP and ICE (among others).[6]
Background
DHS components rely on large-scale biometric identity infrastructure and related technologies to support border, immigration, and enforcement functions. OBIM is DHS’s lead entity for biometric identity services and supports multiple DHS components and mission partners.[7] Because identity and biometrics technologies can expand the capacity for screening, tracking, and enforcement, ICE List documents (and where applicable, boycotts) companies whose work materially supports these systems.[4]
