Overview

General Dynamics is a United States–based aerospace and defense company with a major government contracting footprint, including a large information technology services business (General Dynamics Information Technology, GDIT). The company’s corporate materials describe its headquarters as being in Reston, Virginia, and trace its legacy to 1899 (with incorporation in 1952).[1]

Boycott

General Dynamics is listed for boycott due to documented DHS contracting and operational support connected to immigration enforcement and border security functions, including work described in public reporting and procurement-tracking sources as supporting ICE and other DHS components.

Public procurement-tracking sources describe ICE awarding GDIT a Blanket Purchase Agreement (BPA) for background investigative services (with associated BPA calls/task orders).[2]

Public reporting has also described General Dynamics’ involvement (including via acquisition of CSRA) in DHS/ICE work connected to the Visa Lifecycle Vetting Initiative, including contract-award and bid-protest coverage describing the program and contractor support.[3]

Reporting in the government-IT press has described DHS awarding General Dynamics Information Technology a large data center support services contract to provide enterprise data center and related services on an interim basis.[4]

Public reporting has also described DHS awarding GDIT a contract to continue support for the Office of Biometric Identity Management (OBIM), which provides biometric identity services used across DHS missions.[5]

In addition, company statements and government-contract reporting describe GDIT performing CBP support work, including modernization/expansion of CBP surveillance tower systems and other CBP operational support services.[6][7]

Background

DHS components (including ICE and CBP) rely on contractors for technology, analytics, biometric identity services, surveillance infrastructure, and program support. These contracts can expand operational capacity for enforcement, screening, monitoring, and related activities. ICE List documents and, where applicable, boycotts companies whose work materially supports these systems and programs.[4][5]
