Overview

Avelo Airlines is a United States–based ultra low-cost airline headquartered in Houston, Texas. In addition to scheduled passenger service, Avelo has been publicly reported as operating charter flights in support of DHS/ICE immigration enforcement operations, including domestic and international transport connected to detention and removal activity.[1][2]

Boycott

Avelo Airlines is listed for boycott due to documented participation in DHS/ICE deportation and detention-transfer charter operations. Public reporting describes Avelo entering a long-term agreement tied to ICE charter activity and beginning flights from Arizona as part of that program.[2][1] A May 2025 U.S. Senate letter also described Avelo as having entered a long-term contract to fly deportation flights for ICE, with reporting indicating the first flight under the arrangement occurred on May 12, 2025.[3]

Local and national reporting has further described the contract activity as connected to ICE Air Operations headquartered in Mesa, Arizona, and to flights operating from Phoenix–Mesa Gateway Airport as part of DHS deportation efforts.[4]

Background

ICE Air Operations coordinates charter aviation for detention transfers and removals, relying on contractors and subcontractors to provide aircraft, crew, and operational capacity. Because aviation support can materially expand enforcement reach and the ability to carry out transfers and removals at scale, ICE List documents and, where applicable, boycotts companies whose services provide direct operational support to immigration enforcement activity.[1][2]
