Public reporting describes Paragon’s flagship spyware product as Graphite, and documents and reporting describe Paragon’s efforts to sell surveillance tools to government agencies, including in the United States.[1]

Paragon Solutions is listed for boycott due to documented contracting with ICE for highly intrusive surveillance technology.
Public reporting describes a one-year, $2 million contract between ICE (Homeland Security Investigations) and Paragon’s U.S. subsidiary, signed in late September 2024, covering a “fully configured proprietary solution including license, hardware, warranty, maintenance and training.”[2]
Federal procurement records also list contract actions for Paragon Solutions (US) Inc. under ICE, including an action obligation of $2,000,000 dated September 27, 2024 (purchase order 70CTD024P00000012).[3]
Civil society organizations and privacy groups raised concerns about the contract and its compliance with Executive Order 14093, including concerns that the intended user within ICE was Homeland Security Investigations (HSI).[4]
Background
ICE and DHS components rely on contractors and vendors for technology and investigative tools. Commercial spyware can enable device compromise and extraction of sensitive communications, increasing surveillance capacity and elevating civil liberties and due process risks—especially when deployed by immigration enforcement agencies.
Paragon Solutions has been reported as acquired by U.S. private equity (AE Industrial Partners) in late 2024, reflecting continued integration of commercial spyware vendors into U.S.-linked defense and security investment ecosystems.[5]
