ICE List:Image Submission Rules
This page explains how volunteers should submit images, screenshots, or footage to the ICE List. Following these rules keeps evidence consistent, verifiable, and legally safe.
1. What You May Submit
Volunteers may upload:
- screenshots from news broadcasts, livestreams, social media, or public video sources,
- images of agents taken in public spaces,
- photos of equipment, vehicles, uniforms, insignia, patches, or gear,
- images that help confirm locations, timestamps, or field office areas.
Do not upload anything that:
- requires trespassing,
- reveals private information about unrelated individuals (blur civilian faces),
- was obtained through hacking, leaks, or non-public access.
2. Required Metadata
Each image should include:
- the source (URL, platform, news station, or broadcaster),
- the timestamp or broadcast time if known,
- location shown in the image,
- any identifying text visible,
- a short description of what is shown.
If metadata is missing: Metadata unavailable — source verified by context.
3. Quality Standards
Images must be:
- clear enough to see uniforms, insignia, letters, or vehicle markings,
- not over-compressed,
- cropped only to remove irrelevant borders.
Avoid uploading:
- blurred or unreadable images,
- screenshots of a phone filming a screen (use native captures instead).
4. Editing Rules
Allowed:
- basic cropping,
- brightness or contrast adjustments,
- blurring of unrelated civilians or private info.
Forbidden:
- sharpening tools that add artificial edges,
- filters that alter colours,
- removing elements,
- altering text, dates, or timestamps.
If blurring is required: Faces of unrelated civilians blurred for privacy.
5. Naming and Description Format
Use consistent file names:

Description format:
Screenshot from [source] filmed on [date]. Shows [short description].
6. Linking Images to Pages
When uploading an image:
- add it to the relevant agent page if the agent is identifiable,
- add it to the incident page if it documents a specific event,
- add categories only when accuracy is certain.
Never attach images to the wrong agent or wrong state.
7. Safety and Legal Notes
Volunteers must:
- avoid actions that risk harm,
- obey laws regarding filming in public,
- never contact enforcement agents,
- avoid uploading content that identifies minors or private homes.
If in doubt, ask in the volunteer channel before uploading.
