He holds a Bachelor of Arts in criminology with a minor in psychology, a Master’s degree in Business Administration, and a Master’s degree in Criminal Justice. He is a graduate of the FBI National Academy and has completed additional executive-level law enforcement training programs.

Under Sheriff Prummell’s administration, the Charlotte County Sheriff’s Office entered into a formal '''287(g) Memorandum of Agreement''' with U.S. Immigration and Customs Enforcement (ICE).
Charlotte County operates under a '''Warrant Service Officer (WSO) model''' of the 287(g) program. This agreement authorizes designated sheriff’s office personnel to receive ICE training and certification to perform limited immigration enforcement functions, including the service of administrative immigration warrants within county jail facilities.
The current 287(g) agreement for Charlotte County, Florida was executed on May 6, 2019 and remains active. The agreement applies to jail-based operations and does not authorize street-level immigration enforcement.
