All pages must follow:
* Clear, precise naming
* Consistent formatting
* Standardised infobox templates
* Correct categorisation
* Verifiable sourcing wherever possible

Pages that violate naming rules or structure may break automatic lists, state portals, and semantic queries.

Every incident, agent, facility, or vehicle tied to a state must include:
